//Quick answer
- One regional page, not one per city, because per-city fee and timeline specifics are not verified and will not be invented.
- The authority having jurisdiction for your address is the city whose limits contain it, or the county if unincorporated.
- Done-Rite pulls the permit for the correct jurisdiction; you do not have to work out which one.
01Definition
Who issues a plumbing permit for my address?
The authority having jurisdiction: for most homes in the service area, the building or community development department of the city whose limits contain the property. Some addresses carry a city name on the mailing label but sit outside that city's limits in unincorporated county territory; those fall under the County of Orange. The parcel, not the postal city, decides it.
Why one page instead of a page per city?
Because the honest per-city content, fee schedules, typical timelines and each department's inspection sequence, has not been verified by the operator, and a page per city with the name swapped in would be a doorway page with nothing local in it. This page states the general rule and points you to the department. When verified per-city detail lands, it will be added here as a comparison table, not as 16 thin pages.
02When it applies
When does the jurisdiction change what happens on the job?
Fee amounts, whether the permit can be issued over the counter or online, the inspection scheduling process, and the code edition and local amendments in force. Those differ by department. What does not change: the contractor pulls the permit when one is required, the work is inspected, and the inspector's sign-off is the record.
What about an emergency?
In an emergency, the permit does not have to hold up the repair. Permits can be acquired quickly under emergency conditions, and Done-Rite handles that part while the work moves.
03What goes wrong
What goes wrong with the wrong jurisdiction?
A permit pulled with the wrong department is a permit that does not cover the work. It happens on unincorporated addresses with a city mailing name. Confirming the parcel's jurisdiction is a step the contractor takes before applying.

Common questions
It varies by city and by the job, and Done-Rite does not publish fee schedules it has not verified. The fee is passed through on the invoice, and the building department publishes its own schedule.
It depends on the department and the job. Done-Rite does not publish timelines; in an emergency, permits can be acquired quickly under emergency conditions.
